Graham Barber, Director
BE (civil); Certificate in Safety Management (BSI); NEBOSH Construction Certificate; MIPENZ; RMaPS; FConsE
Graham graduated with a Bachelor of (Civil) Engineering from Auckland University in 1972. After gaining extensive design and construction experience, he moved to Britain in 1987. Since that time, he has worked in a senior management role on various prestigious civil and structural engineering projects. He has been a Planning Supervisor/CDM Co-ordinator since the introduction of the CDM Regulations in 1995.
He joined Scott White & Hookins in 1999 as an Associate Director and continued to develop his expertise as a Planning Supervisor/CDM Co-ordinator for prestigious clients, including Mitchells & Butlers plc, Southwark Building Design Service (for Southwark Council), NHS Trusts, WH Smith, Tesco, Intercontinental Hotels, HM Prison Service, Bellway Homes and many others. Individual projects have ranged from Public House refurbishments and shop fit-outs to major multidiscipline projects, such as a £30m construction of a new unit for persons with severe personality disorders at Broadmoor, a similar £25m women's unit at St Bernards Hospital and similar large multi-use developments for Tesco Stores.
He has been a director of SW&H Health and Safety Ltd since 2002 and manages numerous large term commissions and contracts for prestigious clients, including: Houses of Parliament (numerous CDM and H&S consultancy projects); Oxford University (£70m New Bodleian Library and other smaller projects); Fairmont Hotels (£200m Savoy Hotel redevelopment): Southwark Council (numerous projects including redevelopment of some of the largest housing estates in Britain); Loch Fyne Restaurants (numerous new-build and refurbishment projects); East Surrey College (£42m redevelopment of the entire campus).

Gary Fells, Director
Gary has over 20 years experience in the industry and joined SWH Approved Inspectors Ltd (formerly SW&H Services Limited) in 2006 as Senior Building Manager. He became a Director in May 2007.
His role includes overall management of all building control staff within SWH Approved Inspectors Ltd offices in Bedford, London and Winchester and appointed agents, overseeing major projects within central London and our portfolio of clients nationwide in private and public sectors, ensuring that Approved Inspector / Building Control Service, plans, assessment, site inspections and other necessary functions are carried out to ensure compliance with various statutory provisions such as Building Regulations, Regulatory Reform (Fire Safety)...Order 2005, Regulatory Reform (Fire Safety) Subordinate Provisions Order 2006, Disability Discrimination Act, Housing Acts, etc as well as company policy and key performance indicators.
Prior to joining us he was District Surveyor for various London Local Authorities and a Project Manager and Fire Engineer for another firm of Approved Inspectors.
Neil Dodds, Principal Associate

Born 1950. After gaining an Honours Degree in Engineering Science at Cambridge University he obtained a Masters Degree in Structural Engineering from Imperial College, London University. In 1973 he commenced his training with Oscar Faber and worked on the design and site supervision of building and civil engineering structures.
On completion of training he worked for Ove Arup as Engineer and then Project Engineer, ranging from Offshore Structures to Office Developments. This was followed by further work as Project Engineer with F J Samuely on a wide range of building structures.
In 1990 he joined Brian Colquhoun as a Senior Engineer in the Bridges office. He was involved in the design of new bridges, assessment and strengthening of existing bridges, bridge inspection, feasibility studies etc. Bridges ranged from small span masonry arches to multi-span post-tensioned major structures. He co-authored an award-winning technical paper on strengthening works to Cleveland Bridge, Bath.
In 1996 he joined Scott White and Hookins as Engineering Manager. Since then he has been responsible for a wide range of projects including university, commercial and hospital buildings, temporary structures, a transonic wind tunnel, railway and Underground infrastructure, foot, road and rail bridges, and temporary works. He has published a technical paper on strengthening works to a London Underground Bridge using carbon fibre reinforced polymer plates.

Kevan Carter, Principal Associate

Kevan joined Scott White and Hookins on leaving college in 1987 and obtained a sound grounding in structural matters before obtaining valuable site experience with a contractor building the multi-screen cinemas and associated work at Basingstoke.
On returning to the Practice he became an integral part of the design team involved in a wide range of projects including residential commercial, health, educational and leisure sectors. He gained experience in both public and private sector schemes, framework agreements and working in environments of high security. He is the QA Manager at the Winchester Office, also being a trained Auditor. He became an Associate in 2000 and was made a Principal Associate in April 2008 to acknowledge the level of responsibility he has in the Winchester Office.
Thomas Stewart, Associate

Born 1971. After gaining his Bachelor Honours Degree from the University of Abertay he obtained a Masters Degree in Civil and Structural Engineering from the University of Sheffield.
Upon graduating from Sheffield University in 1995 he joined Scott White and Hookins as an Engineer at the Bedford office. In early 1998 he was seconded to Kier Construction Limited as a Site Engineer on the construction of a 1200MW Gas Fired Cogeneration Power Station. He returned to the Bedford office in 1999 where he has continued to be involved in various civil and structural engineering projects. He has been responsible for a wide range of projects including universities, schools, commercial buildings, road projects, railway and underground projects, footbridges and road/rail bridges, temporary work designs and checks.

Simon Garner, Associate
B.Sc (Hons) M.I.H.T.
Simon is the head of the Traffic & Transport division of Scott White and Hookins. He joined the company in 2009 and brings over 20 years experience in both the public and private sectors. His previous employment includes management roles with a multi-national engineering consultancy and several local authorities prior to running his own transport consultancy. He has carried out research work and policy studies for the Department for Transport and has provided traffic design and transportation skills for government agencies on multi-million pound redevelopment schemes. His local authority career has included roles in highway network management, safety scheme design, traffic management and development control. This experience helps us to develop good working relationships with local authorities while representing private sector clients in sometimes difficult planning application negotiations. The T&T Group offers clients a comprehensive range of assessment and design services to support development projects and address transport issues. The Group adopts the philosophy that 'every problem is an opportunity waiting to happen' and takes pride in often exceeding the clients expectations.
Jonathan Baker, Associate
IEng AMIStructE
Jonathan joined the Practice as a school leaver in 1988. He attended day release course at Croydon College obtaining ONC and HNC level in civil and structural engineering in 1992. He sat his Associate Membership examination for the Institution of Structural Engineers in 1995 and was awarded the Dennis Matthews prize for achieving the highest mark of the year. He was promoted to the position of Engineering Manager in 2000 and was made Associate in 2008.
He is experienced in the design and detailing of a wide variety of civil and structural engineering projects and is fully conversant in the use of AutoCAD and CSCs 3D+.
Derry Long, Business Development Manager
BSc (Hons)
Derry joined Scott White and Hookins in May 2009 and is responsible for all aspects of Business Development and Marketing.
Known as the "Door Opener", Derry is a natural in manifesting relationships with new and existing clients, thriving on achievement and client satisfaction. He is always keen to explore new opportunities and to grow on success.
Articulate, confident & outgoing, a skilled communicator at all levels who uses empathy, good listening ability & has a very keen sense of humour to establish positive & stable interpersonal relationships.
Very much a "hands on" individual (and a great team player) continually at the forefront generating new business, representing the company at face to face meetings, presentations, exhibitions, networking events both nationally and internationally.
Ann Raybould, Practice Director
Ann Raybould joined Scott White and Hookins in November 2009 as Practice Director responsible for the finance and HR functions within the organisation. She is FCCA qualified and has worked with commercial, charity and not for profit organisations prior to Scott White and Hookins.
Julian Marshall, Associate
IEng AMIStructE AMICE
Born 1965. Julian joined the Bylander Waddell partnership, consulting engineers, on leaving school in 1982. As a junior technician he attended a day release course for ONC/HNC in civil engineering studies at the Hertfordshire centre for building studies. In 1984 Julian joined Andrew Russell Associates consulting engineers as a technician. He was involved in the drawing work for pre-cast concrete power stations in China and electrical sub-stations in Nigeria and Tanzania.
In 1987 he joined Scott White and Hookins as a technician and progressed to engineering manager in 2000. Julian has been involved in hundreds of projects including most recently the award winning Percy Gee Building at the University of Leicester.
Julian became an Associate in July 2011.
